Accessing Charter School Performance Information

Through its online database system, ASBCS Online, and its website, the Board has made publicly available information about charter holder’s academic, financial and operational performance, as well as certain communications that have occurred between charter holders and the Board and materials related to actions taken by the Board during its public meetings. Additional performance information is available through the Arizona Department of Education’s website.

Academic Performance

The Board’s Performance Framework includes an academic component, which communicates the Board’s expectations for ensuring all charter holders in its portfolio are providing a learning environment where measurable improvement in pupil achievement can be demonstrated. Each charter school’s academic performance is represented in a dashboard format. To evaluate all public charter and district schools, the State has developed an A-F Letter Grade System. The Arizona Department of Education (“ADE”) also releases school report cards for each public charter and district school in Arizona. Using the links below, you may access the current A-F letter grades issued by the ADE for all public schools, as well as the school report card issued by the ADE for a specific school.

Financial and Operational Performance

The Board’s Performance Framework includes a financial component ("financial framework") and an operational component ("operational framework"). The financial framework communicates the Board’s expectations for ensuring that all charter holders in its portfolio are viable organizations with strong fiscal management practices. The operational framework communicates the Board's expectations for ensuring all charter holders in its portfolio are implementing their education program as set out in the charter and required by law and are adhering to statutory and contractual operational reporting and compliance requirements. Each charter holder’s financial performance and operational performance is represented in a dashboard format. According to state law all charter holders must annually submit a budget to the Arizona Department of Education (“ADE”) and an audit conducted by an independent CPA to the Board. Regarding the budget, each charter holder’s proposed budget and adopted budget must be submitted to ADE(link is external) no later than July 5th and July 18th, respectively. The budgets submitted in July cover the fiscal year that began earlier in the month on July 1st. Regarding the audit, most charter holders’ annual audits must be submitted to the Board by November 15th. The audit submitted in November covers the fiscal year that ended 4-1/2 months earlier on June 30th. Charter holders that expend a certain amount of federal monies in a fiscal year are subject to a single audit, which must be submitted to the Board by March 31st.

Board Actions and Communications

A charter holder may appear on a Board agenda for a variety of reasons, including consideration of a request to amend the charter contract, consideration of an application for a new charter contract or the renewal of an existing charter contract, or consideration of disciplinary action when the charter holder fails to meet its obligations under the law or its charter contract. To determine if the Board has had any recent actions involving a particular charter holder, please enter the charter holder’s name in the “search” field found at the top of this page. If the charter holder has appeared on a Board meeting agenda between September 28, 2009 and present, the search results will identify which meeting and provide a link to the agenda, materials and either the summary and audio recordings or the minutes for the meeting.

 

The Charter Holder Search in ASBCS Online allows you to search for a charter holder. Clicking on the charter holder’s name in the search results provides detailed information about the charter holder. On the “Documentation” tab select “Public Communications Log” to view these communications. Additional communications and other documents may be available through the charter holder's "Document Management System" accessed on the "Documentation" tab. After selecting "Document Management System", click on the plus sign ("+") next to the folder icon and select the folder or document you would like to view.
